【活動宣傳】台灣海洋碳移除方法工作坊

海洋是地球最大的天然碳庫。近年來,各國積極探索 海洋碳移除方法(mCDR, Ocean-based Carbon Dioxide Removal),作為因應氣候變遷的重要途徑。
從濱海藍碳、生態修復、海藻養殖,到海洋施肥、人工湧升與海洋鹼度增加,國際間已展開科學研究、試驗示範與政策討論。
然而,不同方法在技術成熟度、碳移除潛力、社會接受度及法規環境上差異甚大,迫切需要跨領域的整合評估。

台灣雖已展開濱海藍碳相關研究,但對於其他具潛力的海洋碳移除方法,仍缺乏全面性的討論與規劃。
本次工作坊由 中央研究院、國家海洋研究院、農業部水產試驗所及台灣海洋聯盟 共同主辦,邀集國內外專家學者與政府代表,針對各項方法的 科學依據、政策規劃及國際接軌 進行深入討論,並將成果彙整為《海洋碳匯之發展趨勢暨國內策略研析》。

🧭 五大分組討論

-濱海藍碳與生態修復
 探討台灣紅樹林、海草床及鹽沼的碳移除潛力與生態修復需求,評估其在氣候調適、漁業資源、沿岸防護的多重效益,以及長期碳匯監測的可行性。

-海藻養殖
 分析具潛力的海域,探討海藻養殖在碳移除、漁業共生及產業應用的可能性;討論如何克服颱風與洋流挑戰,並建立 MRV 與碳權機制。

-海洋施肥與人工湧升
 檢視國際試驗經驗,討論其提升生產力與碳輸送的潛力;分析對生態系統的潛在風險,以及國際公約與國內法規下的限制。

-海洋鹼度增加
 探討利用礦物粉末或電化學技術提升海水鹼度的可行性;討論其碳移除效率、對海洋酸化的改善潛力、副作用與成本結構。

-空間規劃與政策銜接
 聚焦法規制度、治理框架與碳權市場連結;釐清研究與實施階段的法規限制,分析國內外法規一致性;討論國家碳權方法學與海域空間規劃,確保合理部署。

Taiwan Workshop on Ocean-based Carbon Dioxide Removal (mCDR)
The ocean is the largest natural carbon sink on Earth. In recent years, countries around the world have actively explored ocean-based carbon dioxide removal (mCDR) as a critical pathway for climate change mitigation.
From coastal blue carbon and ecosystem restoration to macroalgal cultivation, ocean fertilization, artificial upwelling, and ocean alkalinity enhancement, international initiatives have launched scientific research, pilot projects, and policy discussions.
However, these methods vary greatly in technological maturity, carbon removal potential, social acceptance, and regulatory frameworks—highlighting the urgent need for integrated, cross-disciplinary assessments.

While Taiwan has initiated research on coastal blue carbon, comprehensive discussions and planning for other promising mCDR methods remain limited.
This workshop, co-hosted by Academia Sinica, the National Academy of Marine Research, the Fisheries Research Institute of the Ministry of Agriculture, and the Taiwan Ocean Alliance, will bring together domestic and international experts, scholars, and government representatives.
The discussions will focus on the scientific basis, policy planning, and international alignment of mCDR approaches, with outcomes synthesized into a strategy report titled “Trends and National Strategy Analysis for Ocean Carbon Sequestration in Taiwan.”

🧭 Five Thematic Working Groups

Coastal Blue Carbon and Ecosystem Restoration
Examine the carbon removal potential of Taiwan’s mangroves, seagrass beds, and salt marshes, alongside ecosystem restoration needs; assess co-benefits for climate adaptation, fisheries, and coastal protection, and the feasibility of long-term monitoring.

Macroalgal Cultivation
Identify Taiwan’s potential marine areas for seaweed farming, evaluating its role in carbon removal, fisheries co-benefits, and industrial applications; discuss challenges posed by typhoons and currents, and explore MRV systems and carbon credit mechanisms.

Ocean Fertilization and Artificial Upwelling
Review international pilot projects and their potential to enhance productivity and carbon export; analyze ecological risks and constraints under international conventions and domestic laws.

Ocean Alkalinity Enhancement (OAE)
Explore the feasibility of mineral addition or electrochemical methods to increase alkalinity; discuss carbon removal efficiency, potential for mitigating ocean acidification, side effects, and cost structures.

Spatial Planning and Policy Integration
Focus on regulatory systems, governance frameworks, and carbon market linkages; clarify regulatory constraints at both research and implementation stages; analyze consistency with international frameworks; discuss development of national carbon accounting methodologies and marine spatial planning for appropriate deployment.

📘 Final Outcomes

The outcomes of the workshop will be synthesized into the report “Trends and National Strategy Analysis for Ocean Carbon Sequestration in Taiwan,” providing a foundation for future research and policy in advancing ocean-based carbon removal.
